Should I close my crawl space vents in Tallahassee?

In the Big Bend's humidity, sealed vents with a vapor barrier and a dehumidifier keep a crawl space drier than open vents do, because the outdoor air in summer carries more water than the air under the house. Sealing the vents without the vapor barrier and dehumidifier can make it worse, so it is done as a set.

My attic insulation is black on top, is that mold?
